Age is an unreliable modernization criterion. A stable older system may be economical, while a recent platform may constrain change through poor boundaries, vendor lock-in or fragile operations. Modernization should target the specific limits that prevent the business from changing, operating safely or sustaining critical capability.
Diagnose the constraint across business and technology: change lead time, unsupported components, scarce skills, security exposure, failure recovery, capacity, data access, contract rigidity or operating cost. Trace consequence to critical services. The UK�s legacy definition includes assets that are out of support, impossible to update, incompatible with APIs or continuous delivery, uneconomic or above risk tolerance.
Compare interventions, not just replacement. Options include containment, rehosting, platform upgrade, interface extraction, modular replacement, process retirement or full rebuild. Evaluate lifecycle cash, transition risk, capability, reversibility and the cost of delay. A like-for-like migration can move the same process and coupling to a newer bill.
Create safe seams before large change. Establish tests, observability, data ownership, interfaces and recovery; capture hidden business rules with users and real cases. Migrate vertical slices, reconcile outcomes and reduce traffic to the old path. Protect service continuity and avoid a prolonged dual estate whose cost consumes the capacity modernization was meant to release.
Measure constraints removed: faster regulatory or product change, lower incident and recovery exposure, reduced dependency, retired cost and improved user outcome. Assign owners and funding for future technical health. Modernization succeeds when the enterprise gains durable freedom to change�not when an old asset disappears from inventory but its limitations survive elsewhere.
