Quantum combines uncertain commercial timing with a concrete security obligation. Use cases in optimisation, chemistry and simulation may eventually change important economics, but advantage is not yet assured. Vulnerable public-key cryptography requires inventory and migration because long-lived data can be captured now and attacked later.
Manage two portfolios. The opportunity portfolio tests quantum methods against strong classical baselines and tracks ecosystem maturity. The resilience portfolio maps cryptographic dependencies across applications, devices, protocols, suppliers and retained data, then prioritises by sensitivity, lifetime and replacement difficulty.
NIST finalised FIPS 203, 204 and 205 in 2024 for key establishment and digital signatures and states that organisations should begin migration now. Its transition approach expects quantum-vulnerable algorithms to be deprecated and removed from standards by 2035, with risk systems earlier. The work is cryptographic agility: discovery, testing, interoperability, procurement and controlled replacement.
Quantum experiments need disciplined claims. Benchmark against the best relevant classical method, include data loading and error mitigation, and distinguish theoretical speedup from end-to-end value. Partnerships can buy learning, but intellectual property, skills and portability need terms. Stop demonstrations that cannot improve a decision or build a reusable capability.
Governance should report readiness and option value separately. Track cryptographic inventory coverage, supplier roadmaps, migration tests, protected data horizons and residual exposure; for opportunity work, track evidence gained, benchmark gap and adoption conditions. Quantum strategy succeeds by meeting today�s security duty while preserving affordable access to tomorrow�s potential�not by treating speculation and obligation as one roadmap.
