Fund capacity and outcomes over a meaningful horizon, with gates based on evidence rather than project completion. Maintain a portfolio view of value, dependencies, technical debt and constrained skills. Move resources as usage and economics change. Treat operation, security, accessibility and retirement as part of product cost, not residual obligations after launch.
Measure flow and outcomes: lead time, release reliability, adoption, user success, service cost, incidents and time spent on unplanned coordination. Review interfaces where work waits or ownership blurs. The model scales when teams can make bounded decisions, reuse strong foundations and learn from live service data without recurrent executive intervention.
